Otsego County Recycling Program
Present System: 1997-2000
The present system includes the use of a contractor to provide a roll-off truck or tractor with roll-off trailer to haul 30 and 40 cubic yard roll-off containers to move recycling containers from various locations within the County to a MRF located close to the County. The County owns or rents the roll-off containers and the County or local towns provide personnel to oversee the drop-off sites. Presently, materials are taken to either the Oneida-Herkimer Authority in Utica for processing or to the MOSA recycling transfer building in Howes Cave for further transport to a MRF in Hudson, Albany or Syracuse. Cardboard is collected separately only at the Northern and Oneonta drop-off sites. All cardboard is sold loose to a local Oneonta dealer.
The following is a list of the sites describing their locations and characteristics:
- NTS - Northern Transfer Station
- Located on the east side of Highway 28/80 approximately one mile north of the Village of Cooperstown.
- Open Wednesday and Saturday 8 a.m. to 12 p.m. and 12:30 p.m. to 2:30 p.m.
- Space is provided by MOSA at their transfer station.
- Two 40 cu yd containers and one 30 cu yd container with tops owned by the County are permanently stationed there for collection.
- One County employee is there to assist residents and look after the site during opened hours.
- Collect mixed paper, cardboard and mixed containers separately
- OTS - Oneonta Transfer Station
- Located on the south side of NYS highway I-88, Exit 13 past the City of Oneonta waste water treatment plant.
- Open Monday through Saturday 7 a.m. to 3 p.m.
- Includes floor space in one building for commercial haulers to tip mixed paper stream , several containers are available for residential drop-off. Residents must separate glass, plastic, metal cans, newspaper, cardboard and other mixed paper.
- All space is rented from MOSA.
- Materials are dumped onto the floor which are loaded into roll-off containers or a compactor for delivery to a MRF.
- Both 30 and 40 cu yd containers, without covers, are used for loading mixed paper and mixed containers.
- One Full-time employee is provided by the County to assist residents, separate cardboard, prevent misuse of service and keep the area clean.
The next eight sites have been setup with the Town board. The County provides the containers and hauling service and the Towns provide the platforms and personnel on the days they are open. The 40 cu yd containers have a divider to separate the mixed paper and mixed container streams; cardboard is included in the mixed paper. Some sites have a regular schedule for pickups and some are always on-call. Except for the Morris site, the 30 and 40 cu yd containers are rented from MOSA and are rotated between the sites.

CV - Cherry Valley
Located on State Highway 166, just north of the Village next to Town Hall.
Open Tuesday and Saturday 8 a.m. to 11 a.m.
