Otsego County Recycling Program
Present System: July 2010
The present system includes a contract agreement between Otsego County and a contractor to service the on-site 8 yard front load units on a weekly basis to the 12 recycling drop off sites in the County. The local towns provide personnel to oversee the drop-off sites. Presently the material is delivered to the Oneida Herkimer Solid Waste Authority Manufacturing Recycling Facility in Utica for processing.
The following is a list of the sites describing their locations and characteristics:
NTS - Northern Transfer Station/Cooperstown

Located on the east side of Highway 28/80 approximately one mile north of the Village of Cooperstown.

Open Monday thru Friday for residential and commercial haulers and Saturdays for residential only - 7 a.m. to 3 pm

Space is provided by MOSA at their transfer station.

21 front load units are available for commercial haulers and the public.

One County employee is there to assist residents and look after the site during opened hours.

Paper and cardboard collected together.

Plastics and glass collected together.
OTS - Oneonta Transfer Station
- Located on the south side of NYS highway I-88, Exit 13 past the City of Oneonta WWTP.
- Open Monday through Saturday 7 a.m. to 3 p.m.
- Includes floor space in one building for commercial haulers to tip mixed paper stream and plastics and containers. Residential drop off located West of the main building with multiple front load units for the collection of mixed paper/cardboard and plastics/glass.
- All space is rented from MOSA.
- Materials are dumped onto the floor and loaded into a front end loader for delivery to the Oneida Herkimer Solid Waste Authority Manufacturing Recycling Facility.
- One Full-time employee is provided by the County to assist residents, prevent misuse of service and keep the area clean.
The next twelve sites were established through agreements between each local municipal board and the County. The County provides for the cost of the containers, collection and disposal. Each municipality provides the platforms and personnel on the days they are open. The front load units are placed accessible to the public for the disposal of paper/cardboard and plastics/glass. Each site is serviced by the contractor on a regular schedule based on volume.
Cherry Valley
- Located on NYS Route 166 north of the village next to the town hall
- Open Saturdays 8am - 11am
- Recyclables accepted from any county resident
- Bagged garbage accepted from any person regardless of residency
- Value Waste Services of West Winfield accepts the garbage and charges by the bag and accepts other specialty items and charges by the unit
Decatur
- Located on Ivan Mereness Rd. near the hamlet of Decatur
- Open Saturdays 7 am - 2 pm
- Recyclables accepted from any county resident
- Bagged garbage accepted from town of Decatur residents only (free permit from town clerk required) at no charge
- Specialty items such as tires are accepted only from town of Decatur residents at certain limited times of the year
- Scrap metal items are accepted from any resident at no charge for deposit in a separate metal container
Exeter
- Located at the town barn, north of the hamlet
- Open Saturdays 8am - 12pm
- Recyclables accepted from any county resident
- Bagged garbage accepted from any person regardless of residency
- Value Waste Services of West Winfield accepts the garbage and charges by the bag and accepts other specialty items and charges by the unit
Hartwick
- Open everyday 6am - 6pm
- Located between the town hall and town barn in hamlet
- Recyclables accepted from any county resident
Maryland – Otherwise known as Schenevus/Maryland
- Located on Tannery Road (4/10 mile from intersection with NYS Route 7 near western edge of Schenevus)
- Open Mondays and Saturdays 7am - 1pm
- Recyclables accepted from any county resident
- Bagged garbage accepted from town of Maryland residents only (free permit from town clerk required) at no charge
- Budget Refuse of Maryland provides all garbage services
- Specialty items, such as white goods, scrap metal, tires, furniture, brush,and construction/demolition debris are accepted from town of Maryland residents only
- Prior payment to the town clerk is required for specialty items, and she will issue a receipt that must be shown when items are taken for disposal
Morris
- Located on Card Road (about ¼ mile from intersection with NYS Route 23) on the eastern edge of the village
- Open Thursdays 8am - 12pm and Saturdays 8am - 2pm
- Recyclables accepted from town and village of Morris residents
- Bagged garbage (clear bags only) accepted from town and village of Morris residents only (free permit from town clerk required) at no charge
- Small brush accepted from town and village of Morris residents
- Spohn's Disposal of Mohawk provides all garbage services
- White goods are accepted from town and village of Morris residents on Thursdays or Saturdays with a charge of $15 for each item that requires freon removal (which is done on-site)
- Specialty items, such as mattresses and furniture, are accepted about twice per year from town and village of Morris residents only
Pittsfield / Burlington
- Located on Mumbalo Road (1/2 mile from intersection with County Route 49)
- Open Saturdays 9am - 3pm
- Recyclables accepted from any county resident
- Bagged garbage accepted from town of Pittsfield and Burlington residents only at no charge
- Specialty items accepted about 4x/year from town of Pittsfield and Burlington residents only
- Scrap metal items are accepted from any county resident at no charge for deposit in a separate metal container
Richfield Springs
- Located on Elm Street Extension near the town/village line
- Open Saturdays 7:30am - 1pm

Unadilla
- Located on NYS Route 7 about 2/10 of a mile west of the village line
- Open Wednesdays 12:30pm - 4:30pm and Saturdays 9am - 1pm

- Scrap metal items are accepted from any county resident at no charge for deposit in a separate metal container
- Trash is not collected at this site
Westford
- Located on Strong Hill Road, north of the hamlet
- Hours are Tuesday and Saturday from 6am-2pm
- Trash is accepted only from town of Westford residents at no charge
- Scrap metal is accepted from anyone with no fee
- Clean lumber is also accepted from town of Westford residents only
Worcester
- Located at the town barn in the hamlet
- Open Tuesdays and Saturdays 7am - 11am
- Recyclables accepted from any county resident
- Bagged garbage accepted from any person regardless of residency on Saturdays only from 8am - 11am for a fee
- Bruce Eager Disposal of East Worcester accepts the garbage and charges by the weight
- Specialty items, such as white goods and tires, are usually accepted each May or June from town of Worcester residents only
