Post Closure

MOSA and the three participating Counties (Montgomery, Otsego and Schoharie) signed an agreement in December 2009 pursuant to which the Counties agreed to undertake responsibility for the costs of post closure monitoring and maintenance related to the closed landfills.

The agreement designated MOSA as the Post Closure Manager through April 30, 2014. The Post Closure Manager is responsible to retain and manage an Engineer in the conduct of required site evaluations of each landfill and the preparation of the Annual Engineer's Report (AER) in the form required by the Post Closure Agreement.

MOSA, as the Manager, is required to keep a record of all billing and payment of revenues from the Counties and all Post Closure Expenses incurred for the maintenance and monitoring of the Landfills being done in accordance with the AER, and the Manager shall submit a written report to the Counties and MOSA of all such revenues and expenditures on a quarterly and annual basis.
